BMA Scotland: Programme for Government reaction

Reacting to plans to reduce the number of health boards in the Programme for Government, Dr Iain Kennedy, Chair of BMA Scotland, said:

“Disappointingly, given the scale of the changes proposed, we have very little detail on these reforms beyond the broad headlines provided in the Programme for Government. As a result, BMA Scotland will await further information in order to provide full and thorough scrutiny of these proposals.

“However, evidence of how these changes will improve care for patients and not simply be about saving money must be central to what does ultimately come forward. The voice of doctors and NHS staff must be heard and taken into account in what should be a full, open and honest period of consultation which gives the public and local communities across Scotland the chance to have their say. Local accountability and the flexibility to make local decisions that respond to issues like demography and geography must be preserved in any potential plans. BMA Scotland also expects that medical workforce implications will be assessed, published and negotiated before any decisions are implemented. Our members deserve nothing less.

 “We are also firmly of the view that structural reform must not come at the expense of the immediate need to address the challenges the NHS faces, like a plan to shift the balance of care to the community while protecting secondary care and the publication of a comprehensive workforce plan. At this point we will await further details but urge the Scottish Government and all involved not to lose sight of or allow this to be a distraction from the full range of pressing issues that need addressed to make the NHS sustainable in the medium and long term.”
