For services for local authorities not covered by the circulars issued by the NHSE or the EOLG. These do not apply in Northern Ireland.

1. For services not covered in previous sections or by section 26(3) of the National Health Service Act 1977 or section 13 of the National Health Service (Scotland) Act 1978, the rate of remuneration should be agreed between the doctor and the local authority.
2. Council tax

a) Certificates for people with a severe impairment
The regulations prescribe that these certificates should be provided free of charge.
b) Reductions for disabilities
There is no statutory requirement for local authorities to seek medical reports or statements for the reductions for disabilities scheme. Where such verification is required doctors may charge the local authority. Whether to charge and at what level is at the discretion of the individual doctor.
