Welsh Council


Terms of reference
To consider matters specially concerning Wales and in conformity with the decisions of the Representative Body, deal with all such matters. It shall meet at such time and place as Council itself may direct.

As observers without voting rights
Chairmen of the Welsh Joint Consultants Committee, the Academy of Royal Colleges in Wales, the RCGP Welsh Council. One representative of the Medical Women's Federation.

With voting rights
36 of whom six engaged wholly or mainly in general practice; six employed wholly or mainly as senior hospital doctors; six hospital doctors in the training grades or GP registrars; one by the Welsh Medical Students Committee; one by medical student members in Wales; one to represent doctors in the Civil Service, Armed Forces and occupational health; one engaged wholly or mainly in academic medicine or medical research; one engaged wholly or mainly in public health medicine; one engaged wholly or mainly in community health; one by the Welsh Staff and Associate Specialists Committee (all to be elected as the relevant Welsh craft committee shall decide); one elected by retired members in Wales; 11 elected by BMA divisions in Wales.

Delegated authority
Should an issue arise affecting more than one Welsh Standing Committee with delegated authority in which there is a difference of view that cannot be resolved between them, the Council shall endeavour to find an acceptable solution to any such problem.

When an issue arises affecting the Welsh Council and a UK Craft Committee with delegated authority in which there is a difference of view which cannot be resolved between then, or through the good offices of the Political Board. UK Council will consider whether the matter is of sufficient importance that, time permitting, the guidance of the Representative Body should be sought. If Council believes that an early decision be reached, it shall itself take that decision in the name of the Association.

Meetings
Welsh Council normally meets three times a year: September, February and June.

The Executive Committee of Welsh Council or Chairmen's Group (comprising the Chairman of Welsh Council, and Craft Committee Chairmen) meets on an ad hoc basis and deals with urgent business arising between these times.
